For special characters like angle brackets, just use the same HTML entity notation that you use in web pages: &amp;lt; etc

Bear in mind: This is considered poor practice for UI development.
Links are supposed to be "safe" actions - merely a directional control.
Form submission is not always a "safe" action - it can have a variety of effects, and the user may not be aware of them.

For this reason, think twice about using this method; if possible, find an alternative way.
