It depends what you mean by Y2K compliant.

Any language can be used to write code with Y2K bugs.

To write date code in JavaScript that does not have Y2K bugs take a look at the answer to the FAQ "Does setYear work correctly if it is given a two-digit year?" at http://www.irt.org/script/date.htm#301
