The tar.gz (tgz) is about 80% the size of a .zip on average, and can be uncompressed using Winzip. It would make an attractive option for many, although the de-facto zip would still be required.
And if so are there any Windows tools for creating TAR files?
Yes, (for Win32) www.cygnus.com.
As well as EXE's for tar & gzip/gunzip, you also have the bash shell and all the utils; sed, tr, gawk, grep..... all powerful text processing tools in their own right.
