Really, there aren't actually "Layers" in MSIE. Netscape is the only browser that actually supports a <LAYER> tag. What you really do is define an ID in a style definition and assign it to a section of HTML (whether it be an image, a paragraph, whatever), and then alter the formatting of that id to move the "layer" around.
Paul Rundle wrote a nice article detailing layers in MSIE. Go take a look :)
