The FAQ gives the point that there is the way to do it, but is not concrete. I think you should explain that <?xml version="1.0" encoding="THE_ENCTYPE"?> lets you
define what the encoding will be for this document.

By the way, is it true that you're
limiting the access to this web and asking for a fee to access the information?
